    24 * Reading UTF-16 and UTF-32 files
    25   - Eric says SEQCROW gets errors reading utf-16 Orca files
    26   - bundle_info.xml declares the file is utf-8
    27   - Eric has made the utf-8 reading fallback to utf-16 and then utf-32 if unicode decode errors raised during read.
