Qt path override + missing Medical Image dependency

Noticed a couple of new warnings printing to the terminal when starting the latest Ubuntu build:

I converted the medical toolbar to TOML - it's supposed to appear after the 'Map' tab, but in the TOML file it's 'after = "map"' -- I suppose it must need to be capitalized.

We have been using Qt 6.6 for 4 months in the 1.8 daily builds is this warning something that appeared more recently than that change?

I believe this is a 6.6.3 bug. The PyQy6-Qt6 pypi package does not have qtwebengine_dictionaries. I got this down to 2 warnings instead of 3 warnings in commit 537668a24450703a0bd0f058bc9d3ba5b39d9a46

Get the same warning messages to the unix shell starting ChimeraX on a Mac with Qt 6.6.3. Our redirection of Qt log messages happens before these warning messages are sent so they are not going through the Qt logging mechanism -- apparently they go directly to stderr. Nothing we can do about that except rollback to Qt 6.6.2. I don't think it is worth rolling back this close to the release since that may introduce more serious bugs. It looked online like Qt 6.7.0 also issues this warning message. We will have to wait for Qt to fix it.

I got tired of seeing these spam warnings "Path override failed for key base::DIR_APP_DICTIONARIES and path ..." every time I run ChimeraX from a shell so I added a hacky work-around of creating an empty version of the missing qtwebengine_dictionaries file that it is complaining does not exist. Work-around added in 1.8 and daily build.

Mac notarization failed with the work-around because the file added was in an app Contents/MacOS directory which is supposed to be executables. The missing file was actually supposed to be a directory (of spelling dictionaries). So I've changed the build to create the directory, not a file. Will see tonight if Mac notarization can accept that directory in the MacOS directory.
