"align axis" command

Description
The desire to have a multimer's coordinates be symmetric around an axis has come up more than once on the mailing list, and the current method is kind of awkward, involving opening or generating a reference multimer that is already symmetric about the desired axis, so that the original multimer can be aligned to it.
It would be nice to make this more straightforward by having a command that does this directly.
