File Save dialog issues command without specifying "format" option

Description
Using the File / Save dialog to save a map in ImageJTiff format fails because the command does not specify option "format imagejtiff" and so it tries to save a Tiff image of the graphics instead, but it uses the "model #1" option which is not allowed for saving an image.

The trouble is that provider_info.is_default is True for both imagejtiff format and for "TIFF image" (2d screen image) format. In the bundle_info.xml files for imagejtiff (map_data/bundle_info.xml) it does not say it is the default, and in the bundle_info.xml for TIFF image format (image_formats/bundle_info.xml) it does say it is the default for .tif and .tiff.

So the bug seems to be that it thinks both imagejtiff and "TIFF image" formats are the default for the .tif suffix.
